This is an interesting principle which I got convinced after being in UK. Here local councils advice people of various techniques for being healthy..
The Food Standards Agency (FSA) - advises you not to wash meat because any splashing might spread bacteria around the kitchen - worktops, dishes and utensils . This could significantly increase the risk of food poisoning.
Germs / bacteria which can cause food poisoning can be alive on these surfaces for few days.
Moreover washing the the meat with just water cannot get rid of all disease causing germs.
The only way to get rid of all germs is to cook the meat really well.
I am sure my parents and still my wife cannot agree not to wash the meat before cooking. I have forwarded an article which came in BBC News today to her.
